Looks like your TCP max delay is too high. As per site, that means:
TCP Max delay is a measure of the maximum delay the client was waiting for data to arrive. TCP max delay should normally not exceed the TCP forced Idle time created by the natural latency of the connection. If this is not the case then it indicates that there are problems with the Data Flow QoS of the connection which is causing excessive delays. This is likely to be caused by quality issues such as packet loss or packet regulation.
So lets see if want can see any signs of packet loss between you and Cox. Try Windows > Start > CMD > pingpath Cox.net or if its easier, you can try Pingtest.net.
