Im confused. How many users here have service in OK?
The first thing to check with any service issue is the signal levels. You can get them off the modem's 192.168.100.1 webpage, but that depends slightly on your modem. For specifics please post your model number.
If you have some data that the issue is on Cox's end (tracert,ping,etc) please post that. Otherwise it's important to first isolate where the bottleneck is so to better troubleshoot the issue. It's hard to do if everyone's issue is slightly different, so it might be better in that case to post a seperate thread.
