Problem: Difficulty streaming HD content specifically from Youtube. Throughput of Cox connection suburb, bottleneck at Youtube's end.

Details:
Issue with Youtube content. Its not my connection, speed and quality of connection is great. Netflix,Amazon,Hulu,Twitch, all stream fine and 1080p+ almost no buffer. Some less mainstream Youtube, the stuff with 10K views or less can barley get 720p and even 480p has a very slow buffer. It seems to be effecting AZ the most, but also RI, where I happen to live. It has something to do with congestion at the peering spot for local Youtube CDN servers and last mile. I think this is a Google(Youtube) problem that effects a decent amount of Cox customers and a large chunk of other ISP's. I think we need to find a way to make a request for Cox to invest in this problem. I think Cox can fix this like they would negotiate with a broadcaster for a channel. So we need a Internet channel request form, as it were.
