What devices are you using again? Do you have a Cisco gateway? Or are you using a eMTA and a Netgear WNDR4500? Need to re-focus on adjusting the DHCP query frequency and make sure you have a type 2 NAT at least.
FYI I am using this as a reference. Its only a WNDR3300 but can you confirm it's general accuracy?
