When you say your service seems slower, what do you mean? Web browsing? Downloading? Streaming?

And I would still take a look at those signal levels. How is the cable wiring laid out from the street to your modem? Unless there is something very unusual going on, I believe someone took the lazy way of fixing a possible signal problem.
