I noticed that my PC's ping time to my modem was high so I reseated my ethernet cable and it went back down again.

This raises a red flag with me. If your seeing latency issues and reseating the Ethernet resolves it, then there could be a issue with either that ethernet cable or the port it's plugged into. You might have other issues too, but its important to rule that out first.

The next time you see the high latency try: Ping -n 50 192.168.100.1. That will show any packet loss or latency happening at the modem as compared to the first hop after the modem. It doesn't show up in a trace because the modem is a transparent bridge.

The uncorrectables are also a concern. However, if your only seeing a couple every couple of days, its not a big issue, and just TCP working the way it should. If your seeing them escalate more then that, or specifically at the time you have the latency, then I think a technician might not be a bad idea.
