What am I not getting even close to 'up to 50mbps'?

So I got an email telling me my usage was over by a bout 7 Gb. I had the preferred tier. I called and upgraded to Premiere.  Doing multiple tests across multiple target servers I can't seem to break the 30 Mbps barrier.

I have the Cisco DPQ3212 cable modem. I have a Belkin Play F7D4302  Wireless router. I am connected with the NIC cable. I have tried my connection directly from the cable modem and the router.  There is no difference.

I understand that I am suppose to get 'up to' 50Mbps, but it would be nice to get more than just 5 more than the preferred tier (25 Mbps).  My router states that it can handle 300Mbps throughput.

What can I do, or is there anything I can do to get closer to the advertised speeds?
