Internet connection issues

So I've been having what seems to be the same problem as most people's posts. My Internet is constantly going in and out... Has been for about a month now. I've made numerous calls to Cox and spoken with tech support. I originally chalked it up to my old SB 5101 being 8+ years old. I bought a new SB 6121 and continued to have the same issues. Called Cox again and had a tech visit the house. He did not find anything wrong and said I had good signal strength. Then I thought maybe it was the DOCSIS 3.0 modem and WRT54G modem having issues with each other. I switched out the router for my AirPort Extreme Base Station. To my dismay, I am still having the same problems. The only assumption I can make is that there is something going on beyond my equipment and possible could be outside my home. Does anyone have any suggestions as to how to fix these issues? I read in another forum question that it could be something to where you fall in line of service with your neighborhood's data lines.
