Signal levels are always chaning, that's the nature of radio frequency.  Usually these changes are relatively even however they can become irratic and thus you'll experience issues.  The Motorola spec may be 58 for transmit however that is considered a theoretical maximum and we don't believe that is acceptable therefore we run a tighter plant.  Any levels outside of our acceptable tolerances we would want to address prior to any further troubleshooting.  The signal levels can easily be measured by a technician to determine if they are within specification and any changes to correct that just as easily verified.  As for testing the modem the only way to do that is to replace it with one that is known to work and see if the problem persists.  The symptoms you're describing to me sound like a tuner in the modem that is intermittently failing however I'm simply not able to make that determination from here with reasonable certainty.
