Seems like this is a common problem - Preferred Speed

Paying for Premier Internet Service and getting Preferred service. Is there something that can be done on the user end to correct this problem? Or are you guys having to rely on Cox?

I'd suggest for starters trying to test your speed using the in-network tool located on http://www.cox.com.  Please post back with your results and we can troubleshoot from there.
