FYI with the eMTA modems there a little reset button on the back you can push with a small pointed object that'll reboot the modem so it'll bind to a new MAC address without having to clone it.

Could you check the modem's status pages at http://192.168.100.1 and post the signal levels and logs (if available) please?  There might be useful clues there.
